Executive Summary

In August 2011, the System Assessment and Validation for Emergency Responders (SAVER) Program conducted a comparative assessment of explosive entry breaching frames to provide emergency responders with information that will assist with making operational and procurement decisions. Explosive entry breaching frames are valuable tools used by bomb technicians and Special Weapons and Tactics (SWAT) teams during tactical operations for rapid entry into a structure. Breaching frames allow the entry team to quickly set up and place the explosive charge, reducing team members’ exposure to a dangerous situation.
