Chief (Ret.) Rod Maggard, Director

Director Rod Maggard is a native of Eastern Kentucky. He has a total of 34 years of law enforcement experience, including both public service and the private sector.
Rod began his career in 1967 in Hazard, Kentucky as an officer with the Kentucky State Police. While with the Kentucky State Police, Rod received numerous awards for his distinguished service both as Trooper and Detective, including Trooper of the Year for Post 13, Hazard twice, and once representing the Criminal Investigation Command in Frankfort. In 1981, Rod became Director of Security for Blue Diamond Coal Corporation.
Beginning in 1991, Rod accepted the position of Chief of Police for the City of Hazard, Kentucky. In 1994, Rod was invited to the White House as the representative of the Kentucky Chief’s of Police relating to the Community Oriented Police Program.
While Chief of Police, Rod served on the Kentucky Law Enforcement Council from July 1995-1999 by appointment by Governor Brereton Jones, and was reappointed to the Council by Governor Paul Patton in July 1999, on which he remained until March 2001. In 1997, he was appointed to the National Law Enforcement and Corrections Technology Center Advisory Council as the only representative of small and rural police agencies nationwide. Rod served as President of the Kentucky Association of Chief’s of Police for the year 1999-2000 and is still an active member of the KACP.
In August 1997, Rod was awarded by U.S. Senator Wendell H. Ford, the Law Enforcement Coordinating Committee Award for Law Enforcement. In 2000, he received the Police Chief of the Year Award by the Kentucky Association of Chief’s of Police.
In March 2001, Rod retired as Chief of Police for the City of Hazard to accept the position of Director of the Rural Law Enforcement Technology Center. In July 2001, Rod received the Governor’s Award for Outstanding Contribution to Kentucky Law Enforcement. In December 2001, Rod testified before Congress regarding “Oxycontin: A Small Town Police Chiefs Perspective”.
Currently, Rod serves on the U.S. Attorney’s Office Safe Neighborhood Advisory Committee; Advisory Council Member of the Kentucky Baptist Conventions’ Three Forks Association Cornerstone Counseling Program; the National Law Enforcement and Corrections Technology Center Executive Committee Advisory Board; and serves in an advisory capacity to the Kentucky Appalachian Commission.
Scott Barker, Deputy Director

Scott Barker is the Deputy Director of the Rural Law Enforcement Technology Center (RULETC) located in Hazard, Kentucky. RULETC is a part of the Center System of the National Institute of Justice. Mr. Barker’s responsibilities include the management of RULETC projects some of which include drug identification, firearms simulation, school safety, communications interoperability and numerous others. Before joining RULETC in February 2005, Mr. Barker retired from a twenty four year career in the Federal Bureau of Investigation, completing his tenure as a Supervisory Special Agent in London, Kentucky. Prior to the FBI, Mr. Barker served in the United States Army as a Captain in the Military Police Corps and began his law enforcement career with the Morehead Police Department, Morehead, Kentucky. He conducted numerous investigations into public corruption, organized crime, drug enterprises and was a member of tactical teams with the FBI for twenty years to include a four year assignment to the Hostage Rescue Team. Mr. Barker has a Bachelor’s Degree in Law Enforcement from Eastern Kentucky University and a Master’s Degree in Management and Supervision from Central Michigan University.
Jimmie Jones, Program Administrator

Jimmie Jones is Program Administrator for the Rural Law Enforcement Technology Center (RULETC). Ms. Jones’s responsibilities include management of events nationwide, tracking of program expenses, preparation of accounts payable documents, preparation of conference reports, design of marketing materials, exhibiting at national conferences, and numerous others.
Ms. Jones joined RULETC in January 2002 as Project Specialist while RULETC was under the administration of Eastern Kentucky University’s Justice and Safety Center.
Beginning in 1981 with summer work during college, until joining RULETC in 2002, Ms. Jones’s career centered around law offices and progressed from legal secretary to paralegal/legal assistant to litigation case manager/file manager/network administration and computer troubleshooter/office manager/account manager/human resource manager/building manager, responsible for supervision of office employees and for overseeing 200 open case files and scheduling for multiple attorneys. She has worked in areas of real estate, commercial litigation, personal injury, and medical malpractice in both insurance defense and plaintiff law offices in Hazard, KY and Fort Worth, TX.
Ms. Jones has a Bachelor’s Degree in Paralegal Science from Eastern Kentucky University graduating with distinction in 1984.

Kevin has served as the Technology Systems Analyst for the Rural Law Enforcement Technology Center in Hazard, KY since July of 2002. Kevin has 20 years experience in the information technology industry including programming, consulting, network administration and project development. Presently he is involved in several RULETC programs including simulation technologies, aviation technologies, outreach to the rural law enforcement community, and program management.
Kevin received a bachelor’s degree in business administration with a concentration in Management from Morehead State University. Kevin, his wife, daughter and son live in his hometown of Hazard, Kentucky.
Darian Williams, Law Enforcement Technology Specialist

Darian Williams has over 12 years of law enforcement experience with small agencies. He has served several roles in law enforcement. Prior to beginning his career with RULETC in 2006, Darian was the Administrative Lieutenant for the Hazard Police Department in Kentucky where he remains active as a part-time officer. While serving at the Hazard Police Department, he was a member of the Evidence Collection Team and was the Evidence/Property Room Manager. He also served as a K9 Officer, DARE Officer, TASER Instructor, and law enforcement representative on the Perry County Drug Court Committee.
Darian currently manages the Aviation, School Safety, Less Lethal Technologies, and Critical Incident Deployment Programs for RULETC.

A native a Bullitt County, Danny served 25 years with the Kentucky State Police, 20 of which was spent in the Madisonville Post as a road trooper and sergeant. While at the Madisonville Post, he served as Field Training Officer Coordinator, Marijuana Eradication Coordinator, Riot Squad Leader, sniper for the Madisonville Post’s Special Response Team and Post Evidence Officer. Upon promotion to lieutenant, he was assigned as Assistant Post Commander of the Bowling Green Post and then as Assistant Commander of the KSP Data Processing Section in Frankfort.
While in Data Processing, Danny has served as the Kentucky Representative the National Law Enforcement Telecommunication System, as a member of the steering committee, which created the Unified Criminal Justice Information System legislation, and on several subcommittees of the Governor’s Council on Domestic Violence as a technical advisor. Danny acted as the project director for the replacement of the statewide Law Information Network of Kentucky.
Danny is a graduate of the 167th Session of FBI National Academy.
After retirement, Danny took a position as a project manager with Paradigm4, a technology company that designed and implemented law enforcement computer systems. He served as the project manager for a statewide IT implementation in Florida and the National Director for Public Safety Wireless with responsibility for all Paradigm4’s wireless projects across the US and in Puerto Rico. After Paradigm4 fell victim to the technology market slump in 2001, Danny consulted on a private basis to local law enforcement agencies in KY and Puerto Rico.
Danny accepted the position of Program Manager for The Center for Rural Development’s Law Enforcement Technology program in March of 2003, successfully completing that project in September, 2006. He returned to The Center to serve as the Project Architect for the Rural Law Enforcement Technology Center Program in April, 2007
Danny is married to Wendy, a retired dispatcher supervisor from the KSP and has two grown sons, Danny Jr. and Adam and one grandson Haiden Allen. He enjoys golf, hunting, recreational shooting and helping Wendy with their show dogs.
Timothy C. James, Aviation Project Manager

Tim James is the RULETC Aviation Project Manager. He retired from the Naval Criminal Investigative Service (NCIS) in 2004. Prior to his retirement, Mr. James was assigned as the NCIS counterintelligence advisor to the Director of Naval Intelligence. In that role, he served as the senior NCIS representative to the leadership of the U.S. Navy. Mr. James has worked all facets of the law enforcement mission including foreign counterintelligence, criminal and fraud investigations. Mr. James served as the Personal Security Advisor to the Secretary of the Navy, and was the Protective Service Detail leader for numerous operations. He was the Resident Agent in Charge in Memphis, TN before being promoted to be the first Division Chief for the NCIS Integration and Analysis Division.
Mr. James’ overseas experience includes extensive travel to the Philippines, Japan, Central and South America, Scandinavia, the Baltics, and many western European countries. He served two tours as the Special Agent in Charge for the Department of Defense Criminal Investigation Task Force in Guantanamo Bay, Cuba. He also served as the Assistant Special Agent in Charge in London; the Senior Resident Agent in Souda Bay, Greece; and the Head of a United Nations/NATO Counterintelligence Cell in Zagreb, Croatia.
Mr. James began his law enforcement career with the Morehead, KY Police Department. Prior to joining NCIS, Mr. James attained the rank of Captain in the United States Army and was the Commanding Officer of the 560th Military Police Company. After retiring, Mr. James established James and Associates LLC, providing consulting services in the areas of law enforcement, counter-terrorism, counterintelligence, and aviation.
Mr. James has a Bachelor’s Degree in Law Enforcement from Eastern Kentucky University and a Master’s Degree in Justice Administration from Golden Gate University. Mr. James is also a certificated pilot (SEL and glider).
