 The Office of Justice Programs' National Institute of Justice (NIJ) is a research and development agency of the U.S. Department of Justice. NLECTC is a program of NIJ's Office of Science and Technology.

Standards and Testing In cooperation with the Office of Law Enforcement Standards (OLES), the National Law Enforcement and Corrections Technology Center (NLECTC) oversees the development of standards and a standards-based testing program in which equipment such as ballistic- and stab-resistant body armor, double-locking metallic handcuffs and semiautomatic pistols are tested on a pass/fail basis. NLECTC also conducts comparative evaluations (testing equipment under field conditions) on patrol vehicles, patrol vehicle tires and replacement brake pads, and cut-, puncture-, and pathogen-resistant gloves. The primary focus of OLES is the development of performance standards and testing methods to ensure that public safety equipment is safe, dependable and effective.
